VICs can be issued to people who require access to secure areas of specific airports for legitimate reasons. They must supply a written statement of their reasons for needing access to the secure area. They also must display their VICs anytime they are in protected areas and must be supervised while in secure areas by valid ASIC holders. VICs will be issued only to individuals who have not been refused ASICs for any reason and who do not hold suspended or cancelled ASICs.
